Important Note for Out of Council transfers –
When using the unit’s sign-up link, transfer the SCOUT first BEFORE transferring the parent’s registration!
Whether you are transferring an existing Scouting America membership from one council to the Transatlantic Council, or you are registering for the first time in Scouting, the process is easy.
Just follow the steps in the flow chart below.

Non-U.S. Adults must use paper (PDF) applications.
Unit Leadership: When using paper (PDF) applications for an adult without a U.S. Social Security Number, please ensure that ALL required signatures are in place before submitting. This will greatly reduce processing time.
All non-U.S. citizen applicants must:
- Completely fill out all fields of the BSA ADULT APPLICATION. Please try to not leave any fields blank.
- In the ‘Social Security
Number’ field please enter “NON-US-CITZ”. - All initials, signatures, and dates are required.
- The applicant’s certifying initials (x2)
- The applicant’s signature
- The signature of the
Chartered Organization Representative – approving the adult
to join the unit
- In the ‘Social Security
- Complete, sign and date the
ADDITIONAL DISCLOSURES & BACKGROUND CHECK AUTHORIZATION FORM found in the second half of the above application. - Provide a PDF copy of their Youth Protection Training (YPT) Certificate. Training is available on my.scouting.org
The unit must:
- Conduct a telephone reference check to verify their identity and the information in their application.
- Your unit should keep this on file for future reference.
- Either confirm the completion of this check when submitting the application or a member of the council professional staff will contact you to verify that a member of your unit has conducted the reference check.
- Determine how the National and Overseas Council fees are to be paid. By either:
- A Unit Deposit Account (UDA) debit, or
- The individual paying directly to TAC using the following link: SecurePay
- Send all completed, signed, and dated documents; the telephone reference check confirmation; and the source of fee payment to your District Executive for processing.
INCOMPLETE DOCUMENTS cause delays. Submit correct and complete forms please!
